It refers to levels of management in an organization. Department head can come in many structures and serve an assortment of capacities. The parts and obligations of what a director can vary from association to association, however, r they are normally classified into three levels:

1.  top-level management,
 
2. middle-level management, 
 
3. lower-level management.
