The answer is in the confirmation of appointees. Under the
Appointments Clause of the US Constitution, and law of the United States, sure
federal positions selected by the president of the United States need confirmation or
guidance and agreement of the United States Senate. They must face a sequence
of hearings in which both the candidate and other spectators make declarations
and respond to questions before the Senate Judiciary Committee, which can elect
to refer the recommendation to the United States Senate.
