It established the Cabinet within the Executive Branch a body that was not outlined within the constitution. 
Washington set many precedents while he was president. He only served for 2 terms(8 Years) as president. He also set a precedent while taking the oath of office, the precedent was placing your hand on a bible while taking the oath.
