3x + 4y = 4
4y = -3x + 4
y = -3/4x + 1....slope here is -3/4. A parallel line will have the same slope.

y = mx + b
slope(m) = -3/4
(8,-12)...x = 8 and y = -12
now we sub and find b, the y int
-12 = -3/4(8) + b
-12 = - 6 + b
-12 + 6 = b
-6 = b

so ur parallel equation is : y = -3/4x - 6 <== slope intercept form
or if u need it in standard form :
y = -3/4x - 6
3/4x + y = -6
3x + 4y = -24 <== standard form
