by following pemdas, you start with the parenthesis..
4 times 9 is 36 and 36 divided by 4 is 9
so.. in the parenthesis the value is 9.

now we multiply 2/3 and 9.
2 times 9 is 18 and 18 divided by 3 is 6.

now we add:
6+9 is 15.
