Frank M. Pixley was the city attorney of San Francisco, he testified against Chinese immigration before a Joint Committee on Chinese Immigration.  He described the Chinese as morally degraded and their physical condition as low and compared it to the practice of crimes. His testimony as well as the testimony of other individuals suggests that not all American voters were in favor of Chinese immigration and there was a great deal of racism against Chinese.
